Senegal: Sonko calls for honest dialogue with Bassirou Diomaye Faye

At the conclusion of the extraordinary session, the former Prime Minister defended the autonomy of Parliament while dismissing the idea of a constant confrontation between institutions. He stated that disagreements between the presidency, the government, and the parliamentary majority must remain compatible with respect for the Constitution and the legitimacy of each institution.

This position comes as deputies from Pastef, who hold a majority in the National Assembly, have expressed reservations about several government directions, particularly regarding the approach taken to address public debt and the relationship with the International Monetary Fund. However, no vote of confidence was requested following the general policy statement.

Ousmane Sonko also emphasized the Parliament’s oversight function. In his speech, he asserted that the Assembly should support measures that align with national interests, propose improvements when necessary, and oppose decisions it deems contrary to the country’s priorities.

The Council of Ministers meeting on September 10 confirmed the continuation of the course set by the Senegal 2050 framework. President Bassirou Diomaye Faye instructed the Prime Minister to ensure the implementation of the announced reforms, focusing on purchasing power, public finances, and the efficiency of state services.

The government must now submit several texts to Parliament within a tight schedule. The official statement from the Council of Ministers specifies that the draft amending finance bill for 2026 must be submitted by September 15 at the latest, and the draft finance bill for 2027 is to be presented to the Council of Ministers on September 30.
