Senegal: Guy Marius Sagna accuses Macron of a ‘pact’ between Diomaye and Macky

In a statement published on Facebook, the elected official claims that French assistance in Senegal’s discussions with the International Monetary Fund would have several conditions: Dakar’s support for Macky Sall’s candidacy for the position of UN Secretary-General, the absence of legal action against the former president regarding the debt issue, and a political rapprochement between his party, the APR, and Kiiraay. These elements are part of Guy Marius Sagna’s allegations and have not been independently verified.

The official meeting between Bassirou Diomaye Faye and Emmanuel Macron took place on September 22, on the sidelines of the UN General Assembly. The report from the Senegalese presidency, relayed by RTS, indicates that the two heads of state discussed relations between Dakar and Paris, the international situation, and the election of the next UN Secretary-General. It does not mention Macky Sall’s participation or any agreement regarding the IMF or potential legal proceedings.

However, images shared by several Senegalese media outlets show Macky Sall alongside the two presidents during part of the sequence. Bassirou Diomaye Faye had already met with his predecessor on July 17 in Dakar before announcing Senegal’s support for his candidacy. Macky Sall was officially presented by Burundi on March 2, 2026, in the race to succeed António Guterres.
