Chad: Mahamat Idriss Déby grants presidential clemency to Succès Masra

The Succès Masra case is reaching a major turning point in Chad. President Mahamat Idriss Déby Itno has granted a presidential pardon to the former Prime Minister and main leader of the party Les Transformateurs, paving the way for his release.

This measure comes nearly three months after the Supreme Court rejected the appeal filed by the defense. On May 21, 2026, Chad’s highest court confirmed the twenty-year prison sentence imposed on Succès Masra in August 2025.

With this decision, ordinary appeals before Chadian courts had been exhausted. A presidential pardon then appeared as one of the main mechanisms likely to modify the execution of the sentence.

Succès Masra had been convicted in connection with the violence that occurred in Mandakao, in the Logone Occidental province. The court found him guilty of disseminating messages of a hateful and xenophobic nature and complicity in murder. The violence had resulted in several dozen deaths in May 2025.

A pardon that does not erase the conviction

The measure taken by Mahamat Idriss Déby affects the execution of the sentence. It may allow for a total or partial remission of the imposed detention but does not constitute a judicial annulment of the judgment.

This distinction is important for Succès Masra, whose party and lawyers have regularly contested the procedure that led to his conviction. A presidential pardon allows for his release from prison without necessarily questioning the offenses established by the courts.

The decision also comes in a context where the question of a gesture of appeasement towards the opposition was regularly raised. As the 66th anniversary of Chad’s independence approached, Mahamat Idriss Déby announced his intention to exercise his right of pardon in favor of several convicts, without immediately revealing the identities of the beneficiaries.

The case of Succès Masra was then at the center of speculations. Several political leaders and organizations had called for his release, believing that a measure of clemency would contribute to easing the political climate in Chad.

The former Prime Minister remains one of the main figures of the opposition to the head of state. He was appointed Prime Minister of the transitional government in January 2024, a few months before the presidential election.

Running against Mahamat Idriss Déby in the election on May 6, 2024, Succès Masra officially received about 18% of the votes compared to over 61% for his opponent. He contested the results before acknowledging their confirmation by the Constitutional Council and subsequently resigning from his position as Prime Minister.

His arrest in May 2025 and then his conviction three months later had significantly strained his relations with the government.
