Senegal: Al Aminou Lô Maintains the “Senegal 2050” Course Before the Deputies
Senegalese Prime Minister Ahmadou Al Aminou Lô presented his general policy statement before the National Assembly on Tuesday, September 8. He placed the continuation of the country’s transformation, based on the Vision Senegal 2050, at the center of his government’s action.

In Dakar, the head of government assured the deputies that the framework of “systemic transformation” inspired by Vision Senegal 2050 would remain the guiding principle for his team. This direction, he explained, is a continuation of the program promoted by Bassirou Diomaye Faye during the presidential election.
Ahmadou Al Aminou Lô thus chose to open his major parliamentary address with a message of continuity regarding the strategic direction. Before his appointment to the Prime Minister’s office, he was responsible for monitoring the National Transformation Agenda Senegal 2050, a framework he therefore knows from the inside.
The Prime Minister, however, announced a change in the approach to public action. The initial guidelines conveyed during his speech emphasize the implementation of the government project, while the executive must simultaneously address budgetary constraints and social expectations.
A major oral exam under severe economic pressure
The plenary session began Tuesday morning under the chairmanship of Ousmane Sonko, President of the National Assembly. Ahmadou Al Aminou Lô, appointed Prime Minister on May 25, 2026, presented his roadmap a little over three months after the formation of his government.
The exercise also takes place one week after the agreement reached at the services level between Senegal and the International Monetary Fund. The project concerns an Extended Credit Facility of approximately 2.2 billion dollars over 36 months and remains subject to the approval of the IMF management and Board of Directors.
The program discussed with the Fund aims in particular to restore macroeconomic stability and debt sustainability, to reduce fiscal and external vulnerabilities, to strengthen social spending, and to support growth more driven by the private sector. The Senegalese government has simultaneously announced a debt treatment plan.
The general policy statement must therefore specify how the executive intends to translate the Vision Senegal 2050 into this new financial environment. For Ahmadou Al Aminou Lô, the challenge now is to turn the stated direction into actionable measures, while preserving social priorities and public investment.
