Microfinance in Benin: a new identification form becomes mandatory on e-Control

Decentralized financial systems (DFS) in Benin must now complete a new “IDENTIFIER” sheet in the OTHER INDICATORS file used for their statistical submissions on the e-Control platform. The National Agency for the Supervision of Decentralized Financial Systems (ANSSFD) has made this step mandatory to enable the uploading of periodic and annual data.

The new form includes five pieces of information: the name of the DFS, its approval number, the year, the quarter, and the month concerned. In practice, a file submitted without these elements will not be properly uploaded to e-Control.

The ANSSFD has also secured the file to protect the data integrated into the platform. This development directly concerns microfinance institutions subject to statistical reporting obligations as part of their prudential and administrative monitoring.

The microfinance sector in Benin has been governed since July 2025 by Law No. 2025-14, which regulates the activity and oversight of microfinance institutions. At the level of the West African Monetary Union, the submission of periodic indicators by SFDs is organized by BCEAO regulations, with reporting frequencies that vary according to the category of institutions.

For the leaders of SFD, the consequence is immediate: the delivery templates must be updated before the next transmissions on e-Contrôle. The ANSSFD indicates that its services remain available to support users experiencing difficulties with this new version of the file.
