Louis Vlavonou’s activity report: favorable vote by resigning LD deputies

The National Assembly adopted, on Monday 3 November 2025, the sixth activity report of President Louis Gbèhounou Vlavonou, covering the period from 1ᵉʳ April to 30 September 2025.

The document was approved by 87 votes in favour, following its review in a plenary session in accordance with Article 21 of the Rules of Procedure.

Presenting his report, President Vlavonou recalled that it is structured around four parts: internal activities, external activities, those of the president’s office, and prospects.

Parliamentary and administrative activities

On the parliamentary level, eleven plenary sessions were held, ten ordinary and one extraordinary. These proceedings led to the adoption of one organic law, seven ordinary laws, two laws authorizing ratification and two resolutions. The Assembly’s 2026 budget was also reviewed, as well as a compliance update to its Rules of Procedure.

As part of oversight of government action, a parliamentary inquiry commission was set up to assess the management of resources intended for the provision of water and electricity in the city of Parakou.

The report highlights several parliamentary modernization reforms, including the creation of an Information Systems Directorate and a paymaster accountant position, in order to ensure a better separation of functions between the authorizing officer and the accountant.

Among notable achievements, President Vlavonou mentioned the expansion of Radio Hémicycle to Parakou (98.0 FM) and Dassa-Zoumè (95.6 FM), as well as the performance of the Parliament’s medical-social centre, which recorded over 600 consultations during the period.

External activities and outlook

On the external front, the President of the National Assembly held numerous audiences and diplomatic missions, reflecting the dynamism of Beninese parliamentary diplomacy. He reaffirmed his ambition to leave behind a modern, transparent and efficient Parliament, true to republican values.

At the end of the debates, all MPs who spoke, with the exception of Éric Houndété (Les Démocrates), praised the clarity and quality of the report presented. It should be noted that the MPs who had resigned from the Les Démocrates party cast a favourable vote for the adoption of the report.
