Lionel Zinsou elected chairman of ShafDB’s Board of Directors
At its 149th meeting held on 11 December 2025 in Nairobi, the Board of Directors of Shelter Afrique Development Bank (ShafDB) elected former Beninese Prime Minister Lionel Zinsou as the institution’s president.

Specializing in housing finance, urban development and related infrastructure, Shelter Afrique has now placed its board under the leadership of an economist and investment banker known for his experience in public policy and international finance.
Lionel Zinsou, Prime Minister of Benin between 2015 and 2016, said he intends to lead the bank with “clarity, determination and ambition”, focusing on decent and affordable housing as well as strengthening African urban communities.
The former Beninese prime minister’s vice-president is Said Athman Mtwana. He represents Group 1 member states and has recognized expertise in urban planning and urban development. Holding a master’s degree in urban planning and spatial planning and a bachelor’s degree in construction economics from the University of Nairobi, he has pledged to promote innovative solutions and rigorous governance to support inclusive growth.
ShafDB’s Director General, Thierno-Habib Hann, welcomed the arrival of the new team and paid tribute to outgoing president Dr Chii Akporji and outgoing vice-president Ahmed Belayat for their contribution to the bank’s development.
He emphasized that the combined experience of the new leaders is a major asset to support the institution’s transformation.
This leadership change reaffirms Shelter Afrique’s commitment to financing affordable housing and sustainable urban development, at a time when the African continent faces challenges from demographic growth and the climate transition.
