Ghana: a consular fund announced after 4,972 repatriations since 2025

The Minister of Foreign Affairs, Samuel Okudzeto Ablakwa, announced the project during a press briefing dedicated to the recent evacuations of Ghanaians from South Africa. The future Ghanaian Diaspora Consular Fund is intended to serve as an emergency financing mechanism to mobilize resources more quickly in the event of a crisis.

According to the figures presented by the minister, 3,807 nationals have been repatriated from Libya since 2025. Ghana has also organised the return of 440 people from Côte d’Ivoire, 246 from Nigeria, 244 from Cambodia, and 201 from Algeria, as well as smaller groups from several other countries.

These operations have increased the financial and logistical needs of the State. Accra now wants to have a permanent tool, rather than relying solely on funding mobilized on a case-by-case basis when an evacuation or urgent consular assistance becomes necessary.

The government has not yet detailed the funding mechanism for the fund, its operational timeline, or its disbursement rules. However, the authorities indicate that it is intended to finance evacuations, repatriations, and other interventions aimed at Ghanaians in distress abroad.

Evacuations from South Africa as the backdrop

The project follows a large-scale repatriation operation from South Africa, conducted between May 27 and September 4, in the context of the xenophobic crisis that affected Ghanaian nationals. The Ghanaian government had mobilized flights, land transportation, accommodation, medical assistance, and reintegration measures for the individuals concerned.

This sequence has brought the issue of funding for exceptional consular operations back to the forefront. The Ministry of Foreign Affairs believes that a dedicated fund should reduce the time required to mobilize resources when a crisis occurs outside the national territory.

A mechanism yet to be clarified

The ministry has not yet announced the official launch date of the Ghanaian Diaspora Consular Fund. Its financial structure, potential public or private contributions, and activation criteria still need to be specified.

Accra states that the mechanism must complement the work of its diplomatic missions and partners, with the aim of better protecting Ghanaian nationals facing conflicts, violence, fraudulent recruitment networks, or other distressing situations abroad.
