West Africa: Benin Among 8 Pilot Countries for a Demographic Platform

The work brings together representatives from Benin, Burkina Faso, Côte d’Ivoire, Guinea, Mali, Niger, Senegal, and Togo from September 7 to 9. These eight countries serve as pilot countries before the validation of an updated version of the platform and its gradual extension to other countries.

The challenge is to transform political commitments, which are often difficult to compare, into indicators that are regularly monitored. The delegations are specifically testing data entry, the production of standardized national reports, and the analysis of discrepancies between objectives and results.

For Benin, this pilot phase should provide an additional tool to monitor the impact of public policies on a young population, compare progress with that of neighboring countries, and more quickly identify areas where investments need to be strengthened.

Four priorities monitored with the same indicators

The platform is organized around four main pillars: health and well-being; education and skills development; employment and entrepreneurship; governance and youth empowerment. The objective is to prevent each country from measuring the same priorities with methods that are too different to allow for useful regional comparison.

This harmonization should also facilitate budgetary decisions. More regular data can help governments identify, for example, a mismatch between the progress of schooling, vocational training, and the labor market’s capacity to absorb new entrants.

In Benin, the project aligns with ongoing reflections on the skills needed in the long term. The Benin Vision 2060 notably emphasizes scientific and professional sectors, a choice directly linked to the country’s ability to convert its demographic momentum into productivity gains and jobs.

The system tested in Abidjan is not yet a definitively deployed system at the regional level. The observations from the eight pilot countries must first be used to correct and validate the updated version, before a broader adoption.

The next step will therefore be less about creating a new target than about establishing a common instrument to monitor progress. For West African countries, the value of the platform will depend primarily on the quality of national data, its regular updating, and its use in public policy decisions.
