Morocco: After the legislative elections, PAM awaits the King’s choice before the alliance battle

PAM leads ahead of the National Rally of Independents, which garnered 66 seats, and the Istiqlal Party, which obtained 65. The Justice and Development Party made a significant recovery, rising to 54 seats after its electoral collapse in 2021.

Despite its leading position, the party has not yet revealed its alliances. Its national coordinator, Fatima-Zahra El Mansouri, stated that discussions will commence after the future head of government is appointed by King Mohammed VI.

“We will only turn to alliances after our King has appointed the head of the next government,” El Mansouri declared.

The upcoming government faces youth discontent

Beyond parliamentary arithmetic, the election revealed significant voter apathy. Voter turnout was just over 38%, down from more than 50% in 2021, marking its lowest level since 2007.

The campaign unfolded against a backdrop of youth unemployment, inequality, difficulties in accessing public services, and heightened migration tensions. Youth unemployment for those aged 15-24 reached 37% in 2025.

The Constitution stipulates that the king selects the head of government from the party that wins the legislative elections. Therefore, PAM is awaiting this appointment before formally initiating negotiations with potential partners.
