Decentralization: Luc Gnacadja takes the helm of the National Association of Municipalities of Benin
A new page is opening for decentralization and local governance in Benin. Luc Gnacadja has been elected president of the National Association of Municipalities of Benin (ANCB).

His election to head the umbrella organization of municipalities in Benin took place on Tuesday, August 18, 2026. The current head of the city hall in Cotonou thus succeeds his predecessor, who marked the organization by his remarkable longevity at the head of the institution.
Former minister and a recognized figure for his administrative and technical expertise, the new president takes the helm of a strategic umbrella organization that encompasses all the municipalities of the country.
This election comes in a context of consolidating the reform of the decentralization sector, aiming to strengthen grassroots development and the financial autonomy of local authorities.
In taking over the direction of the ANCB, Luc Gnacadja will have as his priority mission to voice the Béninese mayors, intensify decentralized cooperation, and continue advocacy with the central government for improving living conditions for populations across all territories.
