The pardon granted to Succès Masra does not seem to signal an immediate restructuring of Chadian power. Released after more than a year of detention, the former Prime Minister and president of the party Les Transformateurs is raising the idea of a national unity government again. A perspective that the executive dismisses for now.

President Mahamat Idriss Déby Itno pardoned his main political rival on August 14, 2026. Succès Masra was serving a twenty-year prison sentence following his conviction in the Mandakao violence case. The Chadian presidency officially announced this act of clemency.

The Supreme Court rejected, on May 21, the appeal of the former head of government, confirming the conviction handed down in August 2025. Thus, ordinary legal avenues were exhausted.

The pardon affects the execution of the sentence without nullifying the judgment. It therefore allows Succès Masra to regain his freedom while maintaining the legal effects of his conviction, unless another legal mechanism intervenes.

“It is not on the agenda at all”

Following his release, the question of a new political opening quickly emerged in the debate. Succès Masra advocates for the formation of a national unity government as one of the means to promote reconciliation and reduce political tensions.

This proposal is not entirely new. Since his detention, the leader of Les Transformateurs had already presented several avenues for “a Chad united in justice and equality,” including the establishment of a unity and change government.

But the government does not plan to follow up on this idea. When questioned by RFI, the Minister of Communication and government spokesperson, Gassim Cherif Mahamat, dismissed any immediate prospect of power-sharing: “It is not on the agenda at all.”

The response indicates that the executive clearly distinguishes the measure of clemency granted to the opposition figure from any potential negotiation regarding the composition of the government. No official discussion regarding a coalition with Les Transformateurs has been announced.

This position is consistent with the one adopted by Mahamat Idriss Déby after the 2024 presidential election. Once elected, the head of state had already ruled out the continuation of a national unity government, stating his intention to implement his program with the coalition that supported him.

Succès Masra had already participated in a power-sharing experience. Following his return from exile after the Kinshasa agreement, he was appointed Prime Minister on January 1, 2024, and led the last transitional government before running against Mahamat Idriss Déby in the presidential election in May. He then left the Prime Minister’s office after the results were announced.

The relationship between the two men significantly deteriorated afterwards. The arrest of Succès Masra in May 2025 and his conviction heightened tensions between the power and one of the main opposition forces. Human Rights Watch has regularly described the Chadian political space as heavily restricted during this period.

The presidential pardon is thus a significant gesture of de-escalation, but the government intends, for now, to limit its impact to the personal fate of Succès Masra. The question of the former Prime Minister’s return to institutions or a new power-sharing agreement remains off the table for the executive.
