ARCEP Benin: Applications open until 15 September for the Regulatory Council

The selection is conducted by the firm Centrale d’Expertises Africaines, appointed by the Minister of Digital Transformation and Innovation. The notice specifies that the Regulatory Council has five members and that its renewal comes as the current team’s mandate nears its end.

Candidates must have at least ten years of professional experience and demonstrate proven skills in electronic communications or postal services, whether technical, economic, or legal. The procedure also aims to balance these different profiles.

The application file must include a valid identity document, a cover letter, a curriculum vitae no longer than two pages, copies of diplomas and qualifications, proof of professional experience, as well as a sworn statement confirming the absence of any conflict of interest.

The Digital Code provides that members of the Regulatory Council are appointed following a call for applications and then named by decree in the Council of Ministers, on the proposal of the minister responsible for electronic communications. Their term is five years and may be renewed once.

The Council is involved in the major orientations of ARCEP, including strategic plans, budgets, draft regulatory decisions, licensing matters, tariff changes, operator interconnection, as well as dispute resolution procedures and user complaints.

The current team is chaired by Flavien BACHABI. The members of this mandate were appointed in February 2021 before taking their oath before the Supreme Court. This new call for applications thus initiates the process leading to the next composition of the Regulatory Council.
