A new case of reoffending among beneficiaries of the presidential clemency measure of 1 August has been recorded in the Atlantique department.

During the night of 21 to 22 August 2026, an individual was arrested in the Gbégamey neighbourhood, located in the Allada-Centre district, while attempting to steal a two-wheeled vehicle.

The suspect, identified as Constant A., 30, is accused of trying to slip away with a Haoujue 115 motorcycle with the help of accomplices. Caught in the act by local residents, the attempt failed. The thirty-year-old quickly found himself surrounded by angry residents determined to mete out mob justice.

Alerted by residents, Allada police commissioner Faridath Adam immediately dispatched a patrol to the scene. The swift intervention of law enforcement allowed the individual to be rescued from mob justice.

Constant A.’s life was spared, but he was taken back into police custody, pending his appearance before the public prosecutor at the Allada court of first instance.

A second case of reoffending in under a month

This arrest is the second incident of its kind recorded within three weeks. On Friday, 7 August 2026, another pardoned individual had already been apprehended in Hévié, in the commune of Abomey-Calavi, while attempting to steal a borehole pump from a construction site. Caught by neighbours, he was handed over to the district police station and later referred to the public prosecutor’s office.

Both suspects are among the 369 detainees released following the decree signed on 31 July 2026 by President Romuald Wadagni, to mark the 66th anniversary of Benin’s independence.

The investigation opened by the Allada police station now aims to identify all members of the network of fences and accomplices involved in this attempted theft.
